Speaker: CAPT Justin A. Dowd, USN , Director of Engineering, Board of Inspection and Survey

CAPT Justin Dowd is a native of Anaconda, Montana. He is a 1997 graduate of the U.S. Merchant Marine Academy where he received dual Bachelors of Science degrees in Nautical Science and Marine Engineering. He holds Masters of Science Degrees from the Naval Postgraduate School in Systems Engineering & Analysis and Mechanical Engineering. His sea duty assignments include Communications/ADP Officer in USS RAINIER (AOE-7), where he earned his surface warfare officer qualification and Main Propulsion Assistant in USS PHILIPPINE SEA (CG-58). Ashore tours include Naval Postgraduate School and Naval Warfare Development Command. He executed a lateral transfer to the Engineering Duty Officer community in 2007. His Engineering Duty Officer tours include Norfolk Ship Support Activity (NSSA) where he completed his Engineering Duty Officer Qualification as Assistant Project Manager on USS SAN ANTONIO (LPD-17); Naval Surface Force, Atlantic (CNSL) as Type Desk Officer/Manager; Southeast Regional Maintenance Center (SERMC) as Waterfront Operations Officer; U.S. Fleet Forces Command as the Surface Maintenance Branch Head, and Naval Surface Force, Atlantic (CNSL) as the Engineering and Maintenance Assistant Chief of Staff (N43 ACOS). Dowd became the 7 th Commanding Officer of Southeast Regional Maintenance Center (SERMC) August 13, 2021. CAPT Dowd’s personal decorations include the Legion of Merit Medal, Meritorious Service Medal (three awards), the Navy and Marine Corps Commendation Medal (three awards) and the Navy and Marine Corps Achievement Medal (two awards).

For our Navy and Coast Guard members and guests, we hope you can join us for all our TW events. If you attend in uniform, Service Khaki / Summer White / Tropical Blue, as well as Service Dress Blue are appropriate military dress.
