Speaker: Rear Admiral Andrew M. Biehn, Director of Surface Ship Maintenance, Modernization, and Sustainment (SEA 21), Naval Sea Systems Command


Rear Adm. Andrew Biehn, a native of Staunton, Virginia, graduated from the University of Virginia in 1995 with a Bachelor of Arts in Foreign Affairs and was commissioned through the Naval Reserve Officers’ Training Corps. He received his Master’s in Business Administration from George Washington University in 2002.

His operational assignments include serving as Damage Control Assistant in USS Normandy (CG 60), Tomahawk cruise missile mission planner with Afloat Planning Systems Atlantic and the JOHN F. KENNEDY Strike Group staff, returning to Normandy as Weapons Officer and Combat Systems Officer, deploying to Afghanistan as a fire support officer for a Joint Special Operations Task Force, and serving as Executive Officer and Commanding Officer of USS Truxtun (DDG 103). He has deployed in support of Operations Southern Watch, Enduring Freedom, and Iraqi Freedom.

Ashore, Rear Adm. Biehn has served as an instructor at the United States Naval Academy and on the staff of U. S. Central Command.

Acquisition professional assignments include assistant program manager in the Strike Planning and Execution Systems program office; principal assistant program manager in the Aegis program office; major program manager for Aegis Fleet Readiness; major program manager for the Aegis integrated combat system; executive assistant to the Assistant Secretary of the Navy for Research, Development and Acquisition; and director of development and integration for Program Executive Office Integrated Warfare Systems.

Since June 2025, Rear Adm. Biehn has served as Director of Surface Ship Maintenance, Modernization and Sustainment (SEA 21) at Naval Sea Systems Command.

In 2002, Rear Adm. Biehn received the Apgar Award for excellence in teaching and leadership at the United States Naval Academy. In 2021, he was recognized as the Navy’s Program Manager of the Year and by the Secretary of Defense for excellence in software acquisition.
